What down payment assistance is available in Washington County?
The honest answer: it depends on whether you buy inside Hagerstown
Washington County’s meaningful local down payment assistance is City of Hagerstown assistance, and it is limited to properties inside the City’s corporate limits:
- Hagerstown Homeownership Initiative (HHI) — up to $7,500, a 0% forgivable loan-to-grant forgiven after five years.
- Community Partners Incentive Program (CPIP) — up to $6,000 through the Hagerstown Home Store, funded by the City.

The loan-to-value floor is unusual — and easy to trip over
HHI states that loan-to-value cannot be lower than 80%. That is a floor, not a ceiling, and it is the opposite of what most buyers expect from a lending rule.
In plain terms: if you put down 20% or more of your own money, your loan-to-value drops to 80% or below and you may fall outside the program. The initiative is designed for buyers who genuinely need help reaching the closing table, not for buyers making large down payments.

Community Partners Incentive Program (CPIP)
CPIP is delivered through the Hagerstown Home Store, a HUD-certified housing counseling agency operated by the Hagerstown Neighborhood Development Partnership. It provides up to $6,000 for down payment and closing cost assistance, and the Home Store credits the City of Hagerstown with funding it.
The Maryland Mortgage Program lists the Hagerstown Home Store among the local down payment assistance partners in its statewide directory — the mechanism by which a community partner’s funds can be paired with state assistance.
Counseling comes first — before you write a contract
The Home Store requires buyers to complete its housing counseling program before placing a contract on a home. That is not a formality you can catch up on later.
The Home Store also runs a free introductory “You Can Be a Homeowner” workshop, a three-hour session outlining the steps to prepare for buying. If you are early in the process and buying in Hagerstown, that is a sensible first phone call.

USDA financing
Washington County contains extensive rural territory, and USDA’s Single Family Housing Guaranteed Loan Program allows qualified buyers in eligible areas to finance with no down payment at all.

Down payment assistance helps you meet a down payment requirement. USDA financing can remove it entirely.
